Q: Does one license allow me to use the software on all my sites (those that I develop for clients)?

A: Yes, as long as you are the only user ie the only one using the SiteMap XML Software to generate the sitemap or dynamic sitemap code so you can build as many sitemaps (static or dynamic) as you like for anyone you like.
